Well, I see no particular reason why the mother can't shift, and the fetus remain just as it is. There's no reason the fetus has to shift, and no reason the mother couldn't without harming it. Well, lupine vocal cords are actually remarkably similar to human vocal cords, but the shape of the mouth and loss of flexibility absolutely requires a change in sound of a voice.
