I don't think there would be any order to speak of. The werewolf could shift into whatever form they liked whenever they liked as well as to any degree between the three forms.

The ones in the filmhad a bit of fur on the body , IO guess they just missed it.

I really thought they had the license for Ginger Snaps, since they mentioned figures on the dvd commentary even.

In my opinion, the tail is essenial, ok when a werewolf is standing on 2 paws it may not affect its sence of balance as much but when he / she is on all fours , then it helps in changing directions faster when running.
