Werewolves would have reason to be "friendly" with some non-Were's simply for self protection and self interest. In some areas (way, way out there) they might barter protection and security for food and some basic comforts. Just because they're big, toothy, and fierce doesn't mean they are...

I suspect that the Virus (nominally referred to Lycan Template Morphic Virus or LTM) causing Werewolf shifting (when it's due to a virus and not something else, like a duckie bonk) would mutate, but slowly, very slowly. The most common pathogenic virus, Influenza, mutates like mad because it's Hosts...

Nonetheless...and why this is separate from the above...is that this world, Lacking such a creature as a Werewolf, is to my mind...a poorer place.
