Both for me.

In Wolf form (being a true wolf) they would have no other option than to go on all four legs. As a human, could do two or four. But that would look very odd to see a person walking around on four legs all day. Though I'm sure that someone has done that before....

Just depends on their personalitly and views about the world and all. Or if an author is making up a werewolf character, she or he can make them evil or good, or whatever they feel like.

I would also depend on if the werewolf were to be able to change into a full wolf as well. With all the fur I would say so. But if they are like in Underwolrd (like RedEye said) then they probably couldn't.
