Yes they can. In the original 'The Howling' movie, at the end, Karen cries as she is shifting and is still crying after fully transforming.

I think the question is whether or not the consensus werewolf we're putting together should be able to. I see no reason why not, as both wolves and humans have tear ducts.

Taking a Gestalt approach, since it's the "in" thing...
They both have tear ducts -- yes -- but canine 'tears' are very oily. Same reason that Mr. Tuvok in Voyager could work up a sweat, even though Vulcans don't have sweat glands. You'll notice in classic Trek that Spock never did. Of course, being cold all the time helps, too; Vulcan's median temperature is about 120 F, or almost 50 C.
