I'm a bit curious if the wolf of Allendale and the Hexham Heads, are anywhere near Northumberland County, Pennsylvania? Where the myth of the Northumberland Werewolf was started.

It's only about four thousand miles away. The Northumberland the BBC is referring to is the one Northumberland County, PA is named after, namely northern England, near Newcastle. Don't fret though. There might be werewolves in Northumberland County, Pennsylvania too. If memory serves, it's vaguely near Harrisburgh (and thus, Three Mile Island). Who knows what strange (probably radioactive) hybrid mutant animals are lurking about?

Apparently these werewolves or wolf-anthropomorphic beings are doing something with the stone heads. Being a writer, I keep contemplating whether they are doing magic, or if the stone heads are alien artifacts. I can't make myself try to come up with a mundane explanation.
Taking a Gestalt approach, since it's the "in" thing...

What's interesting is the apparent coincidence of descriptions of the being noted in the newspaper.
Now, if these people were connected in some way, there is a simple explanation: one person talks and others unconsciously model dreams or nightmares on what they hear.
It isn't clear whether this is the case or not.
If none of these people had connections with any of the others, the story takes on a more solid basis: They all saw something, and that something stayed consistent through various sightings of un-connected people. That would lend credence to this story. Further, there is a consintence of action in each story; someone leaving a house.

We must needs remember, though; England has supermarket tabloids just like the USA does; in fact, I think they have more of them than we do. There is that possibility, too.

Meh: one source of story gets it an "interesting" rating and no more.
RedEye: The Wulf and writer who might really be a Kitsune...
