looking for some adivce ona technical issue

does anyone know anything about Linux, coding with it etc, or MPG4 encoding software?
I am working on my senior design project, a video telemetry unit, and need to have a plausible design that i can defend completed by the 25....the only problem i am having (besides finding a stinking camera and power consumption) is developing a plan on how i am going to implement an MPEG4 codec on a PC104 board that is running Linux as its OS. I don't need a great deal amount of detail, just enough to show that i have a solid plan. so, if anyone out there knows anything that might be helpful, please contact me, whether through email, PM or even IM.
