I'll put another vote in for GIMP. It's not that hard to use the interface and, as mentioned, it's a free download.

I haven't figured out how to use it for animations yet... but I can't really say I've tryed very hard either. ; ]

All you gotta' do:

Put each frame in its own layer (the animation plays from bottom-most layer up to the top-most layer)
Put subtext in the frame's name, for example: Frame 1 (100ms) (replace) or Frame 2 (150ms) (combine)
Save as a .gif file
Choose to Save as Animation rather than Flatten

It's easy enough to just open an existing animated .gif file and see how it works.
