TheGIMP is free, for both Linux and Windows. Although, to tell you the truth, as much as I like open source and all, I prefer Adobe Photoshop / ImageReady. However, TheGIMP should be sufficient to make edits or sprites, if you don't want to spend money to do it.

I have to admit, I didn't mess with it much. I just saw that the layers palette showed each frame and had frame delays and such when I opened an animated GIF, so I assumed it supported editing and saving those values.
