In my opinion, werewolves will be able to read. Maybe in Gestalt or wolf form, he will rely more on other senses like smelling and hearing, not like humans that rely basically on sight. But the capacity to identify letters and words will be there. I don't like to think werewolves will have to be illiterate after shifting. That would only contribute to the "werewolves are mindless beast" concept.
and besides, what a great movie scene would be a human accidentaly entering a werewolves' house and seeing a werewolf in Gestalt form sitting in a coach wearing glasses and reading a Shakespeare novel. The werewolf would turn his face to stare the human with a WTF glare.
