You're right about the signals and such. It'd be awfully embarrassing to have your Fearsome Drone Army suddenly disarmed or, worse, turned against you. Of course, assuming AI research gets far enough, one could make the drones into proper autonomous robots. Of course, said robots would likely not even be the best soldiers, since the safest way of keeping them from going Skynet would to be crippling their intelligence in various ways.

Interesting about the muscle thing. Of course, this is genetic engineering, sci-fi kinda s*** we're talking about. You could probably overcome that problem with some further genetic manipulation.
