Currently i'm doing some research as reference for my project, a story about lycanthropes. As this is a long-term project, i intend to have about 90% of all criterias to be top-notch, because one of the criterias i aim to achieve is controversy, aside from the rest of the story taking place in many places around the world.
Now, on to the particular inquiry...
If someone leaked information confirming the existance of lycanthropes, which party of which country who would loathe their presence step up and hunt down/persecute/etc -first-? Let's say America, for example. Would the FBI step up? Would the whitehouse take initiative? Would the CIA? The military? Religious communities? The civillians, maybe?
As i said, this is gonna be a big project, so, yeah, i'd appreciate some honest input over this.

I'd think the military or CIA. I don't think it would be religious communities, because only a handful of churches are radical enough to attempt to persecute them. The overwhelming majority of churches wouldn't care.
It's the same with gay people. We frown heavily upon homosexuality, but the vast majority of churches isn't going to turn a gay person away, or persecute them.

Renorei, with all due respect, gay people get turned away from all sorts of groups - especially churches - all the time... perhaps rarely openly, but the art of making someone feel unwanted has reached unknown heights in this era of "political correctness"
Plus -as to the werewolf question- all sorts of nuts will hunt what they don't understand/fear/hate or try to capture what they can use/exploit...
It's anyone's guess really...

Making someone feel unwanted is hardly persecution.

Yeah... But gay people don't turn into small engines of destruction with fists the size of your head... plus think back 1200 - 1600 ?
many fires were lit under "misunderstood" gay feet

Normally, i'd say the government military/spook agencies(most likely military... lycanthropy wouldn't do much to improve spooks...), BUT the question stated that the presense of werewolves became public. So, though the military would still want thier wolfie soldiers, they wouldn't be hunting 'em down and dragging them to Area 51.
in all honesty, i can't really, seriously forsee any violent persicution, unless there is an especially horrible incedent/confrontation. mostly just discrimination, segregation, mabye relocation, if the lycanthropy is virus-like, to isolate the population and prevent the condition from spreading.

I'm inclined to think the other way around. Most governments are surprisingly flexible, as long as they can use it to their advantages. The militaries would be more interested in recruiting werewolves than exterminating them.
The exceptions are government-run religious institutions such as the ones in Saudi Arabia or the now out-of-office but not out-of-the-picture Taliban regime, both of which dictate militant Islam as a state religion. Islam and Christianity both have among their Fundamentalist elements reasons to link werewolves with their various ideas of devils and evil. And, given the strong influence that Fundamentalist Christians have in the United States and in developing countries, and Fundamentalist Islam in the Middle East, I would expect these to be some of the places of greatest conflict. In America, riots and civil rights movements, coupled with radical factions--including werewolves who would make it their goal to make everyone on Earth werewolf or dead--while the Middle East would see, well, the usual, only more so.

Christians. And they don't even have to be radical nutcases. Think about it. They're big supporters of humans having dominion over animals (yes, that IS in the Bible...somewhere...I'm sure one of the memebers of this board knows the book and number) thus in their eyes any human/animal combo is either EVIL, or a violation of the natural order.
People also don't like different. And Christians tend to be the LEAST tolerant of different. History, experience, and them just plain being jerks has shown that time and time again.
It doesn't take much to have them screaming "Back, ye demon!" either. They do that to me
all the time. It's bloody annoying. And I happen to live in a place where there's a church every ten feet or so, so I know
plenty of Christians. If they do that to harmless little 'ol me then I can just imagine how horribly they'd treat a werewolf. It would be the Salem Witch Trials, only with fur.
