I can't tell .... is this suppose to be an action figure or a statue? Also, where in the hell are the legs?

I posted this photo in the SOTA discussion below where I said it was a bust. So it's prob. not a full body statue, but SOTA has promised a traditional figure of one probably next year, they said it will be a playset so it will be fairly large as well.
