It's identified as a "gaff" or a display item for the credulous. Such things are still manufactured today, even after the side-show has disappeared.
Note: "Pickled Punk" is a "preserved baby" with some birth defect or other; usually made from a plastic baby doll and sculpy, with extra hair and such.

Since Side-Shows were "Exhibits"- no claims were made as to the authenticity of the "displays", other than they were just as offered; ie- "display items". It was left up to the customers to decide if the exhibit were real or not.
Usually, they were real (exhibits).
