Why is the French Cannes Film Festival so different and unique to other film festivals? What makes it so popular and so unique than other film festivals?

At first, I thought it said "Canines Film Festival." =P

Maybe because they're older. Like, photography was popular in France before anywhere else, so I guess it's the same with film?
