Secret Government Idea.
Does anyone know where and when, possibly even how or why, the idea of secret government projects or facilities first originated in mass media (Movies, Books, Newspapers, etc.)?

I agree with the Dragon. As long as there have been governments, there have been secrets; and people who are sure that there are secrets/conspiracies. We just talk about them more freely, now.
