Three.

If you look at many of the vampire movies, they have the teeth grow out.

Perhaps some of the teeth don't transform back prolerly once teh First Chnage has happened ( Molars/premolars ). This would help make the third option ( perhaps ) bea bit more believable?

Some dogs in all breeds have dewclaws on the back leg, and some breeds it is mandatory, so, in the case of a were, t hey have front & rear dewclaws.
